On the morning of July 12, 2023, the 7th Executive Council of the 9th China Packaging Federation was held in Shanghai. 72 representatives from the Vice Presidents and Executive Directors of China Packaging Federation, including Li Hua, Vice Presidents Han Xueshan, and Wang Li, attended the meeting. Some branch heads and local organization heads of China Packaging Federation were invited to attend the meeting. The meeting was chaired by Wu Hongjun, Deputy Secretary General of China Packaging Federation. This executive council has reviewed and approved six proposals, including the work report of Vice President Han Xueshan of China Packaging Federation on the seventh session of the ninth executive council.

 

1. Deliberation and Approval of the Work Report of the 7th Executive Council of the 9th China Packaging Federation.

 

Han Xueshan, Vice President and Executive Secretary General of China Packaging Federation, presented a work report summarizing the work for the first half of 2023 and proposing a work plan for the second half of the year.

 

In the first half of 2023, all cadres of China Federation study and implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era. It is a major measure for the Party Central Committee with Comrade Xi Jinping at its core to fully implement the spirit of the 20th National Congress of the Communist Party of China and further promote the new great project of Party building in the new era, and create a new situation for career development.

 

All work has been carried out in an orderly manner, and key tasks have been implemented. Firstly, there has been new progress in the evaluation of social organization levels. Secondly, new achievements have been made in addressing excessive packaging. Thirdly, there have been new achievements in standardization work. Fourthly, there are new achievements in promoting high-quality development of the real economy. Fifth, deepening international exchanges and cooperation has entered a new stage.

 

Actively take action to improve industry service levels. Firstly, optimize branch management, strengthen supervision and management of affiliated branches, smoothly complete the turnover of all branch offices, promote professional and standardized construction, and improve work efficiency and comprehensive service capabilities. Guiding branch offices to carry out activities, holding multiple professional summit forums, providing a platform for communication and cooperation for industry development, and better playing the role of institutions.

 

Secondly, strengthen industry research and data statistical analysis: visit multiple local packaging associations, conduct in-depth research and investigation on dozens of packaging enterprises, understand their needs and business status, and understand the development situation of the industry. Compile and publish the 2022 annual operation report of the entire packaging industry and various sub sectors, as well as the economic operation briefing of the sub sectors in the first quarter of 2023. The industry statistics work timely reflects the economic operation situation of the industry, which helps the government take targeted measures to address development changes and promote the sustained and healthy development of industry enterprises.

 

Thirdly, do a good job in providing membership services: The membership scale will further expand, with 85 new members developing in the first half of 2023, including 46 members developing in various branches. We provide multiple services for member enterprises, and provide corresponding proof of situation for member units participating in the national manufacturing single champion, specialized and innovative "little giant" enterprises, etc. In the first half of 2023, we completed more than 120 industry certification and argumentation work. We have successively held a series of professional conferences, forums, training and other activities, fully mobilizing resources from all parties, promoting scientific and technological discussions, exchanges, and transformations, and enhancing the professional literacy and business capabilities of packaging industry practitioners.

 

2. Reviewed and passed the "Management Measures for the Accreditation of the Packaging Industry R&D Center of China Packaging Federation".

 

In order to deeply implement the innovation driven development strategy, promote and strengthen technological innovation in the packaging industry, fully leverage the guidance and demonstration role of packaging enterprises in the construction of the industry's technological innovation system, and standardize the construction and management of research and development centers in the packaging industry, this method is hereby formulated.

 

The meeting reviewed and approved the "Management Measures for the Accreditation of the Packaging Industry R&D Center of China Packaging Federation".

 

3. Reviewed and passed the "Management Measures for China Packaging Industry Bases" (Implement)

 

In order to promote the modernization, industrialization, and digitization process of China's packaging industry, strengthen the construction and management of packaging industry bases, promote the standardized development, quality improvement, and efficiency enhancement of packaging industry cluster areas, improve the scale, intensification, and specialization development level of China's packaging industry, and enhance the overall strength and competitiveness of the packaging industry, this measure is formulated.

 

The meeting reviewed and approved the "Management Measures for China's Packaging Industry Bases" (Implement).

 

4. Voted to pass the Proposal on the Selection of Press Spokesperson for China Packaging Federation.

 

The proposal on the selection of press spokespersons for China Packaging Federation was passed by the 7th Executive Council of the 9th session, with two press spokespersons:
